Victim Notification Service

If you have an emergency or are in danger, please call 911 or your local Law Enforcement.

As of October 7th, 2021, the Nebraska Commission on Law Enforcement and Criminal Justice

will no longer be participating in the VINE service. As a result, you will not

receive notifications from VINE concerning any offenders for which you

registered. Existing VINE registrants will continue to receive alerts, and do NOT need to re-register with NEVCAP. The new notifications will come from NEVCAP and not VINE.

After October 7th, 2021, you may visit the following website to check

offender status and to register for notifications:  https://nevcap.nebraska.gov

Switch from VINE to NEVCAP

On October 7, 2021, Nebraska’s existing VINE service for victim notifications was replaced with the Nebraska Victims of Crime Alert Portal (NEVCAP). The Nebraska Crime Commission operates NEVCAP.

Background

The Nebraska Victims of Crime Alert Portal (NEVCAP) is the result of two years of planning and one year of development. The Commission leveraged funding from the U.S. Department of Justice (DOJ) to build the new system.

By bringing the victim notification system in-house, the Commission virtually eliminated maintenance costs. The only change for jails and prisons is a new administration site for NEVCAP system management. Further, having direct control of the system allows the Commission to work more closely with its data partners and be more responsive to opportunities to foster innovation in victim- and service-focused content enhancements. One enhancement in the new system is access to victim services resources, a listing the Commission will continually update.

NEVCAP Site Availability:  https://nevcap.nebraska.gov is now live.

No Need to Re-register

Existing VINE registrants will continue to receive alerts, and do NOT need to re-register with NEVCAP. One slight change for existing registrants is that after October 7, the notifications will come from NEVCAP and not VINE.

NEVCAP Functionality

NEVCAP provides English and Spanish support for subscriptions and alerts (via both text and email) on offenders housed in Nebraska. The system also provides access to victim services resources.
